Freedom of expression is one of the basic human rights, which were approved by many countries in their national constitutions and confirmed by the laws of international organizations, which concern human rights and freedom of expression, but the problem today is the limits that these freedoms should frame and regulate in ways that prevent insecurity and limit chaotic excesses, That threatens the security of societies and damages their value systems, especially after the emergence of new media, and the development, expansion, and multiplicity of its channels and users, those who are exposed to its contents, and subject to its effects. The importance of this problem has been exacerbated by the fact that modern international societies of different degrees of their development have become intertwined with highly complex social, economic, political and cultural transformations, especially after these transformations are linked to the technical development of mass communication methods, which had very serious repercussions and effects, which affected the value systems and social relations Our Arab societies have pictures and shapes that call for stopping by them to study their future effects, Which motivated decision makers and researchers to keep abreast of these changes and research their harmful repercussions and try to influence their causes and direct their results in a way that reduces these harmful effects. This study aims to identify new media and its uses by Arab youth, as well as discuss freedom of expression and the limits of this freedom on sites Electronic communication in the new media, stopping when the wrong uses and transgressions occur in the communication sites, as well as defining the legal, social and moral responsibilities resulting from the misuse of the new media.
