ABSTRACT :

Commercial fraud, including the lack of quality, non-compliance with the specifications
and standards set by the International Standards Organization, has become a global
phenomenon that deserves attention. Joint efforts of both government agencies and
civil society organizations have to combine to address this serious phenomenon and to
develop rules and regulations necessary to punish the offenders. This requires sufficient
flexibility in the application of relevant rules and regulations and the ease and speed
of procedures to ensure effective consumer protection in the light of public interest
requirements and taking into account the nature and circumstances of the countries’
commercial transactions.
The main objective of this seminar is to review the reality of commercial fraud in the
context of globalization, as well as identify new steps in terms of following up cases of
commercial fraud and counterfeiting in the light of the new technical developments
and the contemporary global experiences, methods and mechanisms to address this
phenomenon.

The seminar will focus on four topics as follow:

  • The reality of fraud and counterfeiting in the light of new technical developments: what is it and what are its social and economic implications?
  • Commercial property rights, patents and how to protect them from trade mafia,
  • Methods used in the fight against commercial fraud and counterfeiting and the ways of addressing the issue under international and local legislations, and
  • International and local experiences and initiatives adopted to tackle commercial fraud and counterfeiting.
